- Tangent Elementary School Update Page
Below is a timeline of events relating to the recommendation of closing Tangent Elementary during the Greater Albany Public Schools (GAPS) District, Long-Range Facility Advisory Committee (LRFAC) meeting on April 7, 2026, and the City of Tangent (City )'s course of action. The most recent update is at the top with prior updates below. All the information is factual to the best of everyone's knowledge. We do have a Frequently Asked Questions (FAQs) section at the bottom. June 10, 2026 The LRFAC met on June 9 to discuss more and held more brainstorming exercises with the committee. The entire meeting was recorded, and you may watch the meeting by clicking on the link below. Tangent Elementary School was brought up on occasion, but no final decision was made. May 19, 2026 On May 18, the GAP School Board met and, before their regular meeting, held a work session on the LRFAC. The LRFAC committee is working to consolidate elementary schools and identify savings, as GAPS is experiencing budgetary issues and low enrollment. The next steps for the LRFAC are to meet on September 1, 15, and, if needed, on October 6. The LRFAC recommendations will be presented to the GAPS School Board at its regular meeting on October 19. The GAPS School Board will hold a vote to approve the plan on November 16. The City of Tangent presented the council-approved resolution opposing the closure of the school in Tangent to the GAPS School Board. Each GAPS School Board member received an email with the resolution, with three and the four responding. The City of Tangent is planning a special meeting for residents in late June. The City is holding an internal discussion about options to ensure the school continues to operate. No meeting has had a quorum of the city council, and no final decision has been made. May 1, 2026 On April 30, 2026, the Tangent City Council met and approved Resolution 26-06 in support of Tangent Elementary School and opposed any plans that would leave the city without a public school within its city limits. April 23, 2026 The City of Tangent will hold a special city council meeting on Thursday, April 30, at 7:00 pm to take up a resolution formally opposing any future recommendation or plans to close Tangent Elementary School and leave the city without a public elementary school in the city limits. The meeting will be at Tangent City Hall and stream on the city's Facebook page. April 20, 2026 The Greater Albany Public Schools (GAPS) School Board met on April 20 for its regular meeting. During the Long-Range Facility Advisory Committee (LRFAC) report, it was shared that following the last LRFAC meeting, the City of Tangent held a meeting that the Superintendent and staff attended. The board was encouraged to hear there is engagement in the process and to encourage participation to avoid “surprises.” The video below is to the part of the meeting during the LRFAC report. The full meeting is available online. April 14, 2026 The Tangent City Council met on April 13, 2026, at the Tangent Rural Fire District. Superintendent Andy Gardner was in attendance and listened to all public comments submitted at the meeting. The Long-Range Facility Planning Committee is composed of community members who share their perspectives and feedback with the superintendent on important topics, including school facility needs, building conditions, and future bond planning. The function of the Budget Committee is to approve budget estimates for an educational plan previously determined by the Board. The budget committee will determine levels of spending, but will not determine programs. Regular Board Meetings are held monthly on the third Monday of each month (except for months with Holiday conflicts). Does the GAP School Board take public comments? Yes, public comment is available at each Regular Board meeting. Public Comment will be at the end of the agenda (unless required prior to action for an agenda item) and limited to 15 minutes. In Person and Virtual commenters have 3 minutes each to share their public comment. Written public comments will be read independently by the Board prior to the meeting, but will not be summarized or read during the meeting. Board members may discuss a written public comment in the board meeting. The comments will be available in the updated board packet. Commenters may offer objective criticism of District operations and programs, but the Board will not hear complaints criticizing specific student groups or individual district staff members. What role does the city have with GAPS? The city and GAPS are separate government entities and have jurisdiction over their own decisions. The city may take a formal stance in support of the school and encourage it to remain open. However, it is ultimately the GAPS and the GAPS School Board that have the final decision. A charter school in Oregon is a public school operated by a group of parents, teachers and/or community members as a semi-autonomous school of choice within a school district. The City of Tangent is aware of a recommendation from the Greater Albany Public Schools (GAPS) Long Range Facility Advisory Committee (LRFAC) to consolidate three schools, including Tangent Elementary School. The recommendations may be forwarded to the GAPS School Board for a final decision to achieve a sustainable school district. We invite anyone who wishes to have their concerns or opinions heard to attend the Tangent City Council meeting on April 13, 7:00 PM, at the Tangent Rural Fire District Station located at 32053 Birdfoot Drive. We do have citizen comments, during which anyone in attendance may address the council for three minutes. We will also amend our agenda to discuss avenues the city can explore to ensure a school for Tangent residents is within the city limits. - Dog Ordinances In Effect
On February 9, the Tangent City Council passed Ordinance 26-01, which enacted new dog control ordinances in the city limits and reinforced Linn County Dog Licensing. The law has been signed and is in effect as of February 10, 20226. Please take a moment to ensure compliance with the new laws, which were enacted to prevent serious dog attacks and injuries. Dog Licensing Enforcement ORS 609.100, Linn County, and the City of Tangent require licensing for any dog six months of age or with permanent canine teeth that has been in your possession within Linn County for 30 days. Dog licensing must be renewed annually with Linn County. To license or renew your dog license, please click on the link: https://www.linnsheriff.org/animal-control/licensing-laws/ Dog At Large Prohibited When a dog is off the premises of the owner’s private property, the dog must be on a leash or chain not exceeding ten feet. Tangent parks, including the Brush Trail, Bass Estate, Meadowood, and Pioneer Park, require dogs to be on a leash at all times before the passage of the February 9 ordinance. Dog Owners Responsibility The property owner or resident must ensure the dog is contained within a fenced yard, enclosed pen, or by a chain on the property of the owner or resident. Any owner or custodian of a dog that destroys or damages any property of another person shall be responsible for the damage incurred by such dog. Dog(s) are considered a nuisance under the following: · Any dog which, when unproved bits any person or animal: · Any dog that chases vehicles or chases any person · Any dog that scatters garbage other than that of its owner · Any dog that trespasses on private property other than its owners’ or on public rights-of-way; · Any dog(s) which, through the negligence of the owner, causes animal waste to accumulate on any premises to a degree that offensive odors can be detected from an adjoining street, yard, or residential unit; · Any dog that barks cumulatively for more than 10 minutes during any one hour when such barking is audible off the premises of the dog’s own · Any dog, except for a service dog whose owner is legally blind, that deposits solid waste matter on any improved property, including public parks and school grounds, other than that of the dog owner. It shall be an offense under this section for the dog owner immediately remove the solid waste. Frequently Asked Questions Is there an off-leash dog park in Tangent? Currently Tangent has no off-leash dog parks. We are working on potentially having one at the new park on Tangent drive. What if my dog is under voice command and not on the leash? If a complaint is filed to the city, that a dog under "voice command" caused a nuisance situation, it would be consider a "dog at large" situation. What if the HOA requires more strict rules on dogs? HOA do have the ability to enact and enforce bylaws that are more strict than city code.
- Tangent Drive Road Improvement Updates
The Tangent Drive Road Improvement Project is an important Linn County Road project that the City of Tangent recognizes and encourages residents living along Tangent Drive to be aware of the latest updates and how the project originated. All updates will be posted on this page, with the newest updates at the top and the oldest falling to the bottom. We also added a Frequently Asked Questions part below. February 3, 2026: Notice of City Council Discussion on Tangent Drive Ownership On January 5, 2026, the Linn County Roadmaster approached the City Manager about transferring ownership of Tangent Drive from Linn County jurisdiction to the City of Tangent. The City Manager declined the offer due to limited financial and human resources to own, maintain, and manage the road improvement project. This is an administrative decision made by the City Manager. After updating the City Council, the City Manager decided to place ownership of Tangent Drive on the February 9 City Council agenda to allow the City Council to discuss and review the requirements for the city to assume ownership. The city council will be asked whether to direct city staff to develop a plan to transfer ownership of Tangent Drive, develop a funding plan, and submit the question to voters in the November 3, 2026, election. The engineer informed the city council that the project is on hold due to a three-million-dollar ($3,000,000.00) funding shortfall. This was after survey work was completed in 2024, following the restoration of funding by the Oregon Department of Transportation (ODOT) after it was initially withdrawn in late 2022. With additional priorities recognized by the Linn County Road Department, the funding for the shortfall is not available, and the project is not moving forward at the moment. While this project has been a goal since 2018 by the city council, the city will encourage residents along Tangent Drive to take on next steps in the August council meeting. The information is mainly on contacting the County Commissioners and understanding the limitations the county also has. The information is for anyone in support of or opposed to the road improvement project. 2024: Survey Work Completed & Future Plans with 2027 Construction Goal Linn County Road Department has completed the survey and will place an RFP for a design on the new Tangent Drive project in the 2025 calendar. The design firm will use the data from the surveyors and make concept designs. Designs will come in around the 2026 calendar year and a public town hall meeting is still in the plans. Construction for the Tangent Drive project is scheduled for a 2027 calendar year groundbreaking. 2024: Survey Work In July of 2024, the Linn County Road Department was seen doing survey work on Tangent Drive. According to the County Road Engineer, once a preliminary design has been drafted, the public will be informed, and there will be a public process. 2023: Funding Re-Established The funding for the Tangent Drive Road Improvement project is re-established, and Linn County confirms that the project is to kick off in fiscal year 2025 (July 2024-June 2025). 2022: Funding at Risk In late 2021, it was announced that ODOT would pull the State Exchange Fund program suddenly. This meant no more grant funds for metropolitan planning organizations under 200,000 and sole reliance on federal grants. This put the Tangent Drive Project on hold as the funding was not guaranteed. As part of the City Council goal and the adverse impact the ending of the State Exchange Fund program had on smaller cities across Oregon, the City of Tangent did lobby to the Co-Chair of the State Legislature Transportation Committee, Senator Sara Gelser Blouin (D), Representative Shelly Boshart-Davis (R), and several legislatures about the importance of the State Exchange Fund for small cities across Oregon. 2021: Post-Pandemic and New City Manager In April of 2021, the prior city manager of 33 years retired, and a new city manager stepped in. The project and council goal of the Tangent Drive Road Improvement Project is still in place but delayed due to the pandemic. 2020: COVID-19 Pandemic The COVID-19 Pandemic put a pause on many projects across Oregon and nationwide. This delay also impacted the City of Tangent and projects like the Tangent Drive Road Improvement Project. 2020: Approval for Funding In 2020, the members of the Albany Area Metropolitan Planning Organization (AAMPO) approved the Tangent Drive Road Improvement Project to proceed forward with Surface Transportation Block Grant (STBG) funding and construction. The approval was for the fiscal year 2021 (July 2020-June 2021) and beyond. The funds will be awarded to Linn County to perform the work. 2019: Proposal of the Tangent Drive Road Improvement Project In 2019, AAMPO opened up the STBG cycle for the period of 2021 to 2024 for all applications, with a filing deadline of August 2, 2019. The STBG is offered through ODOT and is open to any jurisdiction through its regional transportation planning organization. At the time, the County Engineer for Linn County Roads Department submitted the application with support from the City of Tangent in 2019 for the Tangent Drive Road Improvement Project. The project is a modernized Tangent Drive with sidewalks, bike lanes, traffic calming, and stormwater control. AAMPO: Introduction to the Albany Area Metropolitan Planning Organization The City of Tangent is a member City of AAMPO, the organization responsible for transportation plans and programs per federal and state regulations for areas of over 50,000. AAMPO consists of the following cities: · City of Albany · City of Jefferson · City of Millersburg · City of Tangent · Linn County · Benton County The 2010 Census determined that the Albany Urbanized Area had reached over 50,000, and the Governor of Oregon formally designated the Albany Area MPO in February 2013. AAMPO is the authority that establishes long-range regional transportation plans, the bi-annual four-year Transportation Improvement Program, and a Public Participation Plan. All AAMPO meetings are open to the public. AAMPO consists of the Technical Advisory Committee and the Policy Board. The two groups must agree on projects to be funded. Along with the cities, the Oregon Department of Transportation (ODOT) is also involved as a member of AAMPO. Funding for these planning and programming activities is primarily provided by the Federal Highway Administration and the Federal Transit Administration. The City of Tangent has one position on both the board and advisory committee, with the committee member usually being a member of city staff, and the board member volunteered from city council. 2018: Introduction of Tangent Drive Road Improvement Project On March 19, 2018, the City Council added the new goal of the Tangent Drive Road Improvement Project and received support from the Linn County Road Department. Linn County has jurisdiction over Tangent Drive; any work must be done by the County, not the City of Tangent. This was adopted and has been a goal for the City of Tangent. Frequently Asked Questions What is the role of the City of Tangent Planning Commission? The Planning Commission is a volunteer board of residents of Tangent that reviews, discusses, and votes on policies regarding land use and development in the City of Tangent. This includes the city's transportation plan and what requirements shall be set when new road improvement projects occur. Can I sign up for the City of Tangent Planning Commission? Yes, you may sign up on the website or come to City Hall requesting an application. A person must have been at least a resident of Tangent for one year when signing up. The Planning Commission meets on the second Thursday of each month. Who represents Tangent in the AAMPO meetings? Currently, the City Manager and one Planning Commissioner serve on the AAMPO Technical Advisory and Policy Board. - Dog On Leash At City Parks Reminder
The City of Tangent is aware of a serious incident in which two dogs attacked a resident walking her two dogs on the sidewalk in front of City Hall. The owner of the two small dogs was also injured, along with a couple of bystanders who interveined to break up the attack. The Linn County Sheriff's Office responded and issued a citation. The City of Tangent has an ordinance requiring all dogs to be on a leash in any city park. This includes Bass Estate Park at City Hall. The City Council and Mayor have been informed of the incident. They will consider ordinances, such as leash laws, for dogs on the right-of-way (sidewalks, paths, or walking along the road), as well as other related measures. Please ensure your pets or livestock are fenced and secure. We have received calls regarding chickens near the road, dogs running onto private property, and lost pets. - Tangent Elementary School Playground Access
Thank you to Matuszak Fencing for the newly installed school fence. This will help us increase our security during school hours. The fence will be unlocked on the West end of the building each night and on weekends to allow for access. The City of Tangent also has gate access that they can unlock during these times. We apologize that the first weekend the locks remained on. When a community member reached out Saturday, I ran over and attempted to unlock the gate however the keys did not work. We addressed this first thing Monday morning and hope it has been good since! We truly appreciate your patience and grace as we work with this new security for our students. Part of Pioneer Park is closed due to a tree branch that broke, but is being held in place by other tree branches. The area is closed off with caution tape. Please do not cross the caution tape. The arborist has been notified and will respond when they can to remove the tree limb.

PUBLIC NOTICE The City of Tangent hereby advertises a public notice for applications to fill Seat 1 on the Tangent City Council. The City of Tangent will be posting the application online on the website TangentOR.gov and will have paper applications at Tangent City Hall, available during regular business hours. The remaining term of Seat 1 is three years and two months, with the term ending on December 31, 2028. The city will attempt to have the vacant seat filled by January 2026, with three years remaining on the position term. Qualifications Per Tangent City Charter Section 16 and Section 17: No person shall be eligible for an elective office or the city unless at the time of the election the person is a qualified elector within the meaning of the state constitution and has resided in the city during the twelve months immediately preceding the election. The council shall be final judge of the qualifications and election of its own members. No person shall be eligible for election or appointment to the office of mayor or council member if that person has one or more of the following relationships with a mayor or council member at the time of appointment or taking office upon election: the spouse, brother, sister, child, parent, father-in-law, mother-in-law of the mayor or council member. - Updated Street Closure Notice for Harvest Festival Parade
The Tangent Harvest Festival Parade will occur on Saturday, September 13, 2025. The following streets will be closed: Old Mill for Parade Staging area from 9:00 to 10:30 AM. D Street is limited to residential traffic; no through traffic is allowed. Birdfoot Drive, Blackberry Lane, Garden Lane, Old Church Road, Old Oak Drive. will be closed from 9:00 AM to 11:00 AM. Tangent Drive will be closed between Blackberry Lane and Garden Lane from 9:00 AM to 11:00 AM. Please plan your schedule accordingly, as vehicle and foot traffic will increase around Tangent Elementary School and the central Tangent area.
